Windows Core is a variant of Windows Core OS internally used by Microsoft in order to test functionality in the operating system's base layers as well as its respective components. Builds of Windows Core come with a built-in set of utilities as well as a basic shell that allow developers to replicate and debug issues present across the existing WCOS codebase.

It was succeeded by the Reference (WCOSREF) personality introduced as part of the ModernPC effort, which served an identical purpose.
