Copper is the 23H2 development semester of Windows as a service which work began in February 2022. It was originally planned to be the semester of the second major update of Windows 11; however, recent rumors suspect that Microsoft may be switching to a traditional release schedule, releasing a major version of Windows every three years, potentially meaning the update may have been scrapped.[1]
