Windows 8.1 build 9477 (fbl_partner_out31) is the thirty-first partner release of Windows 8.1, which was originally shared on Chinese website PCBeta on 21 August 2013 in Simplified Chinese, then on 19 October 2018, other languages including English were uploaded to BetaArchive's FTP server. The ARM32 architecture compile of this build was found by BetaWorld user MacAdmin on 8 February 2018,[1] and was later uploaded to BetaArchive on 18 May 2019.

Some copies of this build only include the ProfessionalWMC SKU inside install.wim, thus requiring manual installation via DISM.

For some reason, the Microsoft Confidential watermark on the desktop is cut off early in the Romanian language.
