Windows 8.1 build 9600.16384 is the official RTM build of Windows 8.1. It was released to manufacturing on 27 August 2013[1] and then later made generally available on 17 October[2] of that year.
Changes[edit | edit source]
Several fit-and-finish changes have been introduced in the operating system, most notably a new set of wallpapers that were not present in any other builds of Windows 8.1. In addition, the default start screen layout has been updated.
