Windows 10 build 9785 is a pre-Technical Preview build of Windows 10, which was uploaded to BetaArchive on 19 February 2019. This build was originally released to Microsoft partners participating in the Ecosystem Engineering Access Program (EEAP), as indicated by the fbl_partner_eeap
branch.
Due to its earliness, this build identifies itself as Windows 8.1 in many areas and still bears the 6.3 kernel version.

New features and changes[edit | edit source]
Notification Center[edit | edit source]
A new Notification Center has been introduced, although it is not functional yet and is disabled by default.
File Explorer[edit | edit source]
File Explorer now uses decimal values to calculate the file and folder sizes. For example, a drive that shows up as 931 GB in other versions of Windows will show up as a full 1 TB in this build.
EdgeHTML[edit | edit source]
This build is the first to include the EdgeHTML engine, later to be used by the legacy Microsoft Edge browser. In the Program Files\Internet Explorer
folder, there is a new folder called "EdgeCP". Inside of that folder, there is an alternative version of mshtml.dll
, the Trident browser engine and iexplore.exe
(the Internet Explorer launcher). Assert strings in these binaries prove that they were compiled from an "EdgeHTML" folder, and therefore are the earliest versions of EdgeHTML. Additionally, a new optional feature called "EdgeCP Model for Config 1.5 (en-US)" is present in this build, with the same description as the Internet Explorer 11 optional feature. Toggling the feature controls the presence of the EdgeCP folder in the Internet Explorer folder.
Hidden features[edit | edit source]
Windowed Metro applications[edit | edit source]
This build introduces native support for Metro apps in windowed mode, which is disabled by default. It can be enabled by merging following registry setting:

and logging off and logging back in. However, title bars will use the same style as Win32 applications. This is possible through the introduction of a new process called Application Frame Host, which allows for Metro apps to be displayed in regular windows. It is only used if this mode is enabled, and otherwise does not run.

This build includes a nonfunctional Search utility, which is disabled by default. It can be enabled by merging following registry setting and restarting File Explorer:

Bugs and quirks[edit | edit source]
Timebomb[edit | edit source]
Like other builds found in the fbl_partner_eeap
branch, this build uses a test-signed certificate and as a result can be installed on the current date. However, installing this build on the current date disables the ability to change the desktop wallpaper in the Control Panel.
Taskbar preview border color[edit | edit source]
If window auto-colorization is enabled, the taskbar preview borders do not change color even after the wallpaper changes. This issue can be remedied by manually changing the window color through the Control Panel or by restarting Windows.
File Explorer[edit | edit source]
- Opening the browser's jump lists in the taskbar and start menu can cause the app to crash.
- The icon positions on the desktop and in File Explorer are not saved when updating. In addition to this, they will not properly display in Windows Flip.
- The length of taskbar items with the Never Combine option is shorter than usual.
Control Panel[edit | edit source]
- The System Properties page may incorrectly report the total amount of installed and usable RAM found on the machine as a result of using decimal values for size calculation. Other areas, such as the Task Manager will show the correct RAM amount.
- The wallpaper page in the Personalization Control Panel applet has performance issues when switching between wallpapers.
Safe mode[edit | edit source]
Trying to boot into safe mode (whether via msconfig or Recovery Options) results in a black screen.
Application Frame Host[edit | edit source]
As it is early in development, the Application Frame Host has many bugs. The list of bugs is as follows:
- The application's content will not have the correct size when first started. If the user moves the window, the content snaps itself to the upper right corner, but is still incorrectly sized. This can be fixed by resizing the window.
- In some cases, the position of the user's mouse and the position of where the app thinks the mouse is will be offset. This can be fixed by resizing the window.
- Metro app taskbar buttons will not respond to the user clicking on them.
- The beginning part of the animation for opening a Metro app in the full screen view will still play, but abruptly stop as the Metro application window appears on the desktop.
- The titlebars do not show an application name at all. The Open dialog is the exception to this.
- The preview in the taskbar will be empty.
- The application windows will stick around for a while after the user closes them, and once they close, they just disappear abruptly without an animation.
- The Alt-Tab dialog will have ghost windows after using this feature, with the
ApplicationFrameWindow
andMetroGhostWindow
classes. They are able to be selected by Snipping Tool's Window snip mode. - Some of the applications aren't yet designed to work with flexible window sizes, so they may look incorrect depending on the window size the user sets.
- The Aero Peek preview will be in the upper left corner and have no content.
- The Open dialog of an app will appear as a window inside of the app that opened it.
