Windows 8.1 build 9600.17415 is the official RTM build of Windows 8.1 Update 3 released on 19 November 2014.
Plans for the implementation of a Start menu and support for windowed Metro apps intended for Update 2 were shifted over to a seperate feature update intended for the remainder of Windows 8.1's lifecycle, but only the former was exclusively backported onto ARM32 devices. The x86 implementation of this feature would first appear in Windows 10 build 9780. This update was released for ARM32 devices on 1 September 2015 as KB3033055, labeled as a Feature Improvement update.
