Windows 8.1 build 9600.17415 is the official RTM build of Windows 8.1 Update 3, which was released on 17 November 2014.[1][2]
Plans for the implementation of a Start menu and support for windowed Metro apps intended for Update 2 were shifted over to a separate feature update intended for the remainder of Windows 8.1's lifecycle, but only the former was exclusively backported onto ARM32 devices. The implementation of this feature would first appear in Windows 10 build 9780. This update was released for ARM32 devices on 1 September 2015[3][4] as KB3033055, labeled as a Feature Improvement update.
Separately, the July 2021 Update Rollup for Windows 8.1 installs Windows Management Framework 5.1, Windows Essentials 2012, Microsoft Edge version 92.0.902, .NET Framework 4.8 and the Visual C++ 2019 runtime—the latest versions of these components supported on this build.
