Two different French versions[edit | edit source]
Microsoft included two different French versions of Windows for Workgroups 3.11 on some MSDN Subscription CDs. According to README, they differ in encryption and are intended for use in France and abroad respectively. The following is from CD: MSDN Platform Archive - Disc 1 (MS-DOS, Windows 3.1, Windows 3.11, and Windows for Workgroups 3.11 [X05-34426]), inside WFW311\README.TXT.
The software in \WFW311\FRANCE is a version of Windows for Workgroups 3.11 that complies with France's encryption regulations; it is intended for use inside France. The version in \WFW311\FRENCH is the French language version of Windows for Workgroups 3.11; encryption regulations prevent its use in France.
