Windows Server 2016 build 14393 (rs1_release_srvmedia) is a general availability candidate build of Windows Server 2016. It was sent to partners participating in the Ecosystem Engineering Access Program (EEAP) on Microsoft Connect on 23 August 2016, and was later pulled from distribution due to a bug related to installing language packs for offline Preinstallation Environment images through the DISM servicing stack.

The Datacenter Server Evaluation variant of this build was first showcased in various sessions at the Microsoft Ignite New Zealand 2016 and Ignite Australia 2017 conferences,[1][2][3] and was later referenced in an issue on the Red Hat bug tracker[4] and within a PowerShell script on GitHub.[5]

Files from this build were discovered on the Symbol Server on 20 September 2022. The x64 Free/Retail compile of the full build was shared on 27 July 2023.

This week's EEAP build is the Windows Server 2016 RTM final release.

This final "Release to Manufacturing (RTM)" build is for testing, development and validation purposes only. It is not for use in production and cannot be redistributed. This build cannot be activated without genuine RTM product keys. This build is subject to recall for quality considerations. Only the final RTM build distributed on 8/23 through Microsoft OEM Online Software Order Center and licensed to partners can be redistributed. Please see the notes section for information about what has changed since the July 22 early RTM release.

IMPORTANT NOTE: You may experience a false positive virus warning on the Containers.tar.gz files. Microsoft has taken every possible measure to ensure that this warning is safe to ignore, the files have been thoroughly checked to ensure this is not the case. As with any download, use precautions and verify and proceed with caution.

Windows Server 2016 Release to Manufacturing (RTM) Notes

This is the final version of the Windows Server 2016 RTM to be used for testing and development purposes only. It is not for use in production at this time. This build cannot be activated without genuine RTM product keys, and cannot be redistributed. You are expected to use normal OEM release channels for a distributable copy.

The delta between this build 14393.0.160808-1702 and the July 22 RTM early release (14393.0.160715-1616) is as follows:

  • Dolby encoder and VP9 encoder removed (DolbyDecMFT.dll and msvpxenc.dll)
  • MSAudDecMFT.dll now contains the AAC audio codec decoder

The RTM build distributed through Connect on 8/23 (build 14393.0.160808-1702) was recalled due to an issue that impacted injecting language packs into OEM images. We are releasing a new RTM Refresh build today, 14393.0.160911-2111.

This build is identical to what was released yesterday to the Microsoft OEM Online Software Order Center. This build cannot be activated without genuine RTM product keys which are available for OEMs on MOO/SOC, and for all other partners via VL/WU after October 12. Please see the notes section for information about what has changed since the Aug 23 recalled RTM release.

The delta between this build (14393.0.160911-2111) and the Connect release on 8/23 (14393.0.160808-1702) is as follows:

  • Manifests updated to allow proper injection of language packs into winre.wim and boot.wim for multilingual media creation

Additionally, we have retained the fixes below from the recalled Aug 23 build:

Activation Keys:

There are no activation keys provided for RTM release through Connect. OEM license holders get theirs through MOO/SOC. All others receive them through MSDN/VLSC at GA. As this build is to only facilitate final validation and certification, you will not need to activate.

  • Clean installs - skip activation key during setup
  • Upgrades from supported OS – use the command switch “setup.exe /pkey defer” to bypass entering a key
