Windows 11 build 23403.1001 is an Insider Preview build of Nickel, the 22H2 development semester of Windows as a service. It is the first build to be released to the Dev Channel after its reboot on 8 March 2023, along with Canary build 25314.1000.

New features and changes

Live captions

Support for Chinese (Simplified and Traditional), French, German, Italian, Japanese, Portuguese (Brazil), Spanish and other English dialects, initially introduced in build 25309, has been added.

File Explorer

• The access key shortcuts have been added into the XAML context menu.
  • This feature is only available to a subset of users, but can be toggled on manually by enabling the 39696859 velocity ID.
  • This feature is not available for the Windows App SDK-based File Explorer.
• The ability to show file recommendations in Home page has been added and rolled out to a subset of users on Azure Active Directory-joined devices. This feature can be toggled on manually by enabling the 38664959 (FERecommendations) and 40064642 (FERecommendationsUdk) velocity IDs and then signing in to an AAD-joined account.
• The new File Explorer based on Windows App SDK, initially introduced in build 25300 and previously rolled out in build 25309, has been added. This feature is disabled by default, but can be toggled on manually by enabling the 40729001 (WASDKInFileExplorer) velocity ID.
• The following legacy options under Folder Options have been removed, although they can still be accessed via editing the registry keys. This change is disabled by default, but can be toggled on manually by enabling the 40608813 velocity ID:
  • Always show icons, never thumbnails
  • Display file icon on thumbnails
  • Display file type information on folder tips
  • Hide folder merge conflicts
  • Hide protected operating system files
  • Show drive letters
  • Show encrypted or compressed NTFS files in color
  • Show pop-up description for folder and desktop items
  • Use sharing wizard

Shell

• The new copy button for quickly copying two-factor authentication codes in notification toasts, initially introduced in build 25295, has been added and rolled out to a subset of users. This feature can be toggled on manually by enabling the 42133512 velocity ID.
• The lighter variant of the search box on the taskbar, initially introduced in build 25309 and available when Windows is set to dark mode, has been added.
• The small shield overlay to system tray's VPN icon, initially introduced in build 25252, has been added.
• The ability to display seconds in the system clock on the taskbar, initially introduced in build 25247, has been added. This feature is disabled by default, but can be toggled on manually by enabling the 41314201 velocity ID and then toggling the switch under Personalization > Taskbar in the Settings app.

Voice access

The changes to voice access, initially introduced in build 25309 and build 22624.1391, have been added.

Settings

• The new touch keyboard dropdown menu under Time & language > Typing, previously re-introduced in build 25309, has been added.
• Right-clicking on a Win32 app in the Start menu and choosing "Uninstall" will now redirect the user to the Apps > Installed apps page.
• The animated icons in the left navigation panel, initially introduced in build 25188, have been added. This feature is disabled by default, but can be toggled on manually by enabling the 34878152 velocity ID.

Miscellaneous

• Support for Outlook has been added to Narrator. This change is only available in English (United States).
• The multi-app kiosk mode, initially introduced in build 25169, has been added.
• The changes to Simplified Chinese handwriting recognition engine, initially introduced in build 25309, have been added.

Bugfixes

Taskbar

• Fixed rendering issues when using the touch keyboard with the search box on the taskbar.
• Fixed an issue when double clicking the search highlight glyph in the search box on the taskbar makes it disappear.
• Fixed an issue where the search box on the taskbar would randomly disappear.
• Fixed an issue where the search icon on the taskbar flips incorrectly for right-to-left (RTL) locales.
• Fixed on issue that was causing some text flicker in the search box on the taskbar when clicking into it.
• Fixed an issue where the search box on the taskbar might disappear on one monitor when using multiple monitors.

File Explorer

Fixed an underlying issue believed to be the cause of File Explorer unexpectedly jumping into the foreground sometimes.

Shell

Some accessibility fixes have been made to the settings for search under Personalization > Taskbar.

Bugs and quirks

File Explorer

• The access keys in the XAML context menu may appear inconsistently if no button is pressed. Pressing a button will cause them to reappear.
• The following issues will only apply if the file recommendations feature is enabled:
  • Clicking on the Share command may bring up the Windows share sheet (non-OneDrive).
  • Clicking on the "Open File Location" command may pop an error dialog.
  • Clicking on the "Remove from list" command may result in no actions.

Settings

• The Language & Region page may indicate speech recognition support for currently unsupported languages.
• When adding a language via the Language & Region page, the installation progress may become hidden, and users may not see install completion for enhanced speech recognition.
• The Language & Region page may not offer the necessary speech recognition language support for live captions for up to an hour after first login.

Live captions

• The enhanced speech recognition support may not be installed correctly through the Language & Region page in the Settings app on ARM64 devices.
• Captioning performance may be degraded in non-English languages and missing out-of-language filtering in non-English (United States) languages.

Voice access

The redesigned in-app help page in voice access may not include all commands and the supplementary information may be inaccurate.

Safe mode

• Quick Settings and date/time clock on the taskbar may be missing due to the Capability Access Manager Service service not running.
• Clicking Bluetooth & devices and Personalization pages may crash the Settings app due to an overrun of a stack-based buffer 0xc0000409.
