Windows 11 build 22623.1028 is a build of Windows 11 2022 Update. It was released to a subset of Windows Insiders in the Beta Channel on 6 December 2022 as the KB5018863 enablement update to build 22621.1028 (KB5021866) for new features included, which may not be enabled by default and instead be rolled out.

- The transition animation when switching between collapsed and expanded views of the tablet-optimized taskbar has been improved.
- The tooltip of system tray's battery icon has been updated to inform users when the device is charging slowly.
- A small refinement to the tablet-optimized taskbar has been made to make it easier to expand without invoking the Start menu.
- The reliability of collapsing the tablet-optimized taskbar after launching an app from the Start menu has been improved.

Fixed an issue where the sleep recommendation on the Energy Recommendations page and Battery & Power page were sometimes inconsistent.
Task Manager[edit | edit source]
Fixed an issue causing the Task Manager to display light and dark content incorrectly with unreadable text when the "Choose your mode" option under Personalization > Colors in the Settings app is set to Custom.

On some locales, the default font used in several UI elements (such as the date and time on the taskbar) may change to regular Segoe UI instead of Segoe UI Variable.
Tablet-optimized taskbar[edit | edit source]
The taskbar may take longer than expected to transition to the touch-optimized version when switching between desktop posture and tablet posture.
Task Manager[edit | edit source]
- The Task Manager may become unresponsive when using the search box.
- Filtering by publisher name may not match correctly on the Processes page.
- Some services may not show in the Services page after filtering is applied.
- If a new process is starting while a filter is set, then that process may appear for a split second in the filtered list.
- Some dialogs may not render in the correct theme when applied from the Settings page.
- The data content area of the Processes page may flash once when theme changes are applied in the Settings page.
