Ubuntu Cinnamon 19.10 is the first ever version of Ubuntu Cinnamon to exist. It is based on Ubuntu and it was released in 4 December 2019 with the codename "Eoan Ermine". It was also referred to as "Ubuntu Cinnamon Remix"

Nothing pretty much changes from Ubuntu, the major change from Ubuntu is that it uses the Cinnamon desktop environment of Linux. Making it easier to use for new Linux users that are switching from Windows operating system.
