Windows Phone 8 build 9906 is an update build of Windows Phone 8, which was first released to the Windows Update servers as update KB2788409, and then pushed to the public along with builds 9905, 9908 and 10211. The update itself can be downloaded as a Delta package and installed on top of build 9905.[1]
While an official article documenting the changes present in this build was never published, it is suspected that this build, along with 9905 and 9908, are bug-fix builds that fix problems with random restarts on Lumia 920 phones and Wi-Fi radio connection issues.
