Windows 98 build 1397 is a build of Windows 98 that is referenced in the release notes from builds 1400 through 1434. These suggest build 1398 may have been the first to feature some of the new shell changes observed in the next publicly available build (1400).

If you are using a build of Memphis greater than 1397 (or otherwise using Internet Explorer 4), you MUST do the following: Change the Shell to “Windows Classic Shell” on the appearances tab of the desktop control panel (or if using IE4, go to add/remove programs control panel and remove web view integration) BEFORE installing Memphis WinHEC Developer Release. If you do not do this, you will not have a working Internet Explorer Browser after the upgrade.
