Windows 98 SE build 2183A is the official Release Candidate 1 build of Windows 98 Second Edition. This build is available in both Retail and StepUp types, the latter requiring to be upgraded from a previous build.

- For the third time, the "Setup MSN" desktop shortcut has been renamed, this time the suffix "Internet Access" has been added.
- MSN itself has been updated with a new logo, although some copies still come with the old one.
- Windows Help documentation now uses Second Edition branding.
- The copyright date of
Winver.exe
has been updated from 1981–1998 to 1981–1999. - The out-of-box experience has been finalized. It can be started by opening
C:\WINDOWS\SYSTEM\OOBE\msoobe.exe /f
.

The StepUp version is an upgrade version, which needs to be upgraded from the English language version of Windows. Running the installer under DOS will prompt "This program required Microsoft Windows", and it will prompt "Error! Windows Character Set Mismatch!" under other language versions of Windows.
