Windows 11 build 25290 is the tenth Insider Preview and the ninth available client build of Zinc, the 23H2 development semester of Windows as a service. It was released to Windows Insiders in the Dev Channel on 1 February 2023.

New features and changes[edit | edit source]

Shell[edit | edit source]

  • The dot-style notification badge on the Start menu's user profile icon, initially introduced in build 25217, has been updated. This change is only available to a subset of users.
  • The ability to drag a File Explorer tab out to create a new window has been added. This feature is disabled by default, but can be toggled on manually by enabling 39661369 velocity ID.

Task Manager[edit | edit source]

The transparency of graph colors in the Performance page has been reduced.

Miscellaneous[edit | edit source]

  • A new /devvol command-line option has been implemented to the format for creating a ReFS developer volume. This feature is disabled by default on Pro for Workstations and Enterprise SKUs, but can be toggled on manually by enabling the 40347509 velocity ID.
  • A new settrust command-line option has been implemented to the fsutil for enabling or disabling trust on the volume.

  • Fixed an issue that was causing the hang at the boot screen when resuming from sleep or hibernate on ARM64 devices.
  • Fixed an issue that was causing issues accessing websites and other resources via VPN connections.
  • Fixed an issue that was causing the screen to freeze when using the browser and certain apps.
  • Fixed an issue that was preventing Narrator from announcing dropdown lists in Excel.
  • Fixed an underlying issue that was causing Snipping Tool screenshots to become stretched out and distorted when using multiple monitors.
  • Fixed an issue that was causing a SYSTEM_SERVICE_EXCEPTION bugcheck.
  • Fixed an issue that was causing Group Policy Editor to unexpectedly show "An error has occurred in the script on this page" with an invalid character error when editing a group policy.

  • Fixed an explorer.exe crash that was causing the taskbar to not load.
  • Fixed an issue where the search box on the taskbar would randomly disappear sometimes when clicking it, leaving a blank space.
  • Fixed an issue where the search box on the taskbar was shifting to the side slightly when clicking it.
  • Fixed the issue that was causing some users which the new Spotlight UI enabled to not get a consistent refresh of images on a daily basis.
  • Fixed an issue which could make the Open With dialog crash on launch.
  • Fixed an issue where the Open File dialog would hang when clicking it while using an IME after having selected "Choose an app on your PC" from the Open With dialog.

Settings[edit | edit source]

Fixed an issue where the preview for Sans Serif Collection under Personalization > Fonts was displaying broken glyphs.

Task Manager[edit | edit source]

  • Fixed an issue where the data content area of the Processes page might flash once when theme changes were applied in the Settings page.
  • Fixed an issue where some dialogs did not render in the correct theme when applied from the Settings page.
  • Fixed an issue where properties in the Memory section of the Performance page were getting truncated even though there was space to display them.
  • Fixed a few issues causing Task Manager crashes.
  • Fixed an issue where typing F in the search box would fail.
  • Fixed a issue that was forcing users to make Task Manager to be as wide before the navigation pane appears.
  • Fixed a issue that was causing the search box to overlap with the title bar text if text scaling has been increased.
  • Some tweaks have been made to address cases where text in dialogs was getting cut off when text scaling was increased.
  • Fixed an issue where certain parts of the title bar couldn't be used to drag the window.

Bugs and quirks[edit | edit source]

General[edit | edit source]

  • Using Windows Hello to sign in with facial recognition may not work on certain ARM64 devices.
  • The system may take longer than expected to upgrade to this build in certain cases.
  • The Administrative Templates error Resource '$(LetAppsAccessHumanPresence_Name)' referenced in attribute displayName could not be found. may appear when opening Group Policy Editor.
  • Some apps that use GetKnownFolder APIs (such as Notepad and Terminal) may crash when the IME is enabled.
  • If attempting to format a ReFS volume with /devvol, the user may need to omit the /q parameter. Otherwise, the file system may not be recognized.

Shell[edit | edit source]

  • The taskbar may sometimes be cropped in half when using the tablet-optimized taskbar.
  • The App icons on the taskbar may appear on the wrong monitor when using multiple monitors.
  • On some locales, the default font used in several UI elements (such as the date and time on the taskbar) may change to regular Segoe UI instead of Segoe UI Variable.
  • The following issues will only apply if the new Spotlight UI is enabled:
    • Clicking on a secondary monitor may not dismiss the full screen experience.
    • Spotlight wallpaper may not show the correct resolution on multiple / mixed resolution monitors.

Settings[edit | edit source]

  • The Windows Update > Update history page may be blank after installing this build.
  • Switching the Search entry point on the taskbar from the search box to the search icon via Personalization > Taskbar may fail in certain cases.

Widgets[edit | edit source]

  • Third-party widgets may occasionally disappear from the Widgets board. They can be re-added by clicking refresh or by re-pinning them from the widgets picker.
  • Third-party widgets may occasionally get unpinned when the Microsoft account is used to sign-in multiple Windows 11 devices.
  • The undo button on the widget pinned/unpinned toast notification may not work sometimes.
  • The link for "Find more widgets" in the widgets picker may be broken.

Preinstallation environment[edit | edit source]

Users may experience graphical glitches in WinPE and WinRE.

Safe mode[edit | edit source]

  • Quick Settings and date/time clock on the taskbar may be missing due to the Capability Access Manager Service service not running.
  • Clicking Bluetooth & devices and Personalization pages may crash the Settings app due to an overrun of a stack-based buffer 0xc0000409.
