Windows 98 build 1351 is a Developer Release build of Windows 98, and also the earliest available build of the operating system. This build introduces an overhauled setup, with an added sidebar and a hardware detection phase taking place during the second stage of setup. It marks the first non-debug build to have a watermark and the first to introduce the FAT32 Conversion Utility.
Various applications have been added, while Microsoft Plus! is included in the build, enabling 256-color icons by default. Early builds of Internet Explorer 4 and DirectX 5.0 are also implemented in the build. ACPI implementation is integrated, although it is infamously unstable.
