This build was officially released on 23 March 2015 as a compiled Preinstallation Environment in a beta Windows ADK (Assessment and Deployment Kit).[1][2] It was also referenced in an article from TheCommunity.ru, where it was stated that it was released to Microsoft partners around 18 March 2015.[3]
