Windows 10 Mobile build 14259 is a pre-release build of Windows 10 Mobile Anniversary Update, which was released to beta testers via the Windows Update servers as an update from an existing version of Windows 10 Mobile.[1]
This build updates Microsoft Edge from version 28 to 30.

The "You're not connected" paragraph used in the default no internet webpage has been shifted to appear in one line, rather than being split into two lines instead.
Shape writing (also known as Word Flow) is now supported in the address bar of Microsoft Edge.

The "If an app is using your location, you'll see this icon" text located in the Privacy -> Location applet is corrupted, and will instead display a bunch of square characters instead of the proper text.
