Windows 98 build 1723.4 is the official Release Candidate 2 build of Windows 98. This build was formerly scene leaked by the warez group Devotion. Another leak by the group DMD was listed on the Fate 571 warez CD.[1]

- Redesigned the throbber on the the top right of Explorer windows from the boot screen reminiscent one with a black one that solely features the Windows logo.
