Windows 3.1 RC3c is mentioned in an internal Microsoft document from February 1992.[1] It is part of the Release Candidate stage and, like other RC builds, is not referred to by its actual build number, but is instead simply called "RC3c" everywhere.

According to the document, several third-party applications were tested on this build. Additionally, the following issues with this build were observed:

OLE - Change internal version stamp
*PAINTJET.DRV - Bug# 11314, Problems wit HP Paintjet  XL v1.0 & CorelDraw
GENDRV.DLL - Unable to print in landscape in WinProj 3.0
*SETUP.TPF - Bug# 15240, Error loading NETAPI.DLL and PMSPL.DLL, incorrect filenames
             Add warning for Novell Version 3.21 and add support for novell version 3.26
PBRUSH.EXE - Bug# 14764 Page Setup.Error dialog box appears blank
                 #14768 Print.Error dialog box appears blank
WINOLDAP.MOD - Bug #15244, Problem with Design II for Windows
COMMDLG.DLL - Multiple selection FileOpen needs NULL terminator
GDI.EXE - Color option ON fails printing large TF fonts in landscape on PS
