Windows 10 build 18362.10005 is the second Insider Preview build of Windows 10 November 2019 Update. This build was released to Windows Insiders in the Slow ring on 15 July 2019.

These changes are not enabled by default in this build, and only a subset of Windows Insiders in the Slow ring received a different build on 17 July 2019 which had them set up and working.
- All fixes and enhancements from May 2019 Update build 18362.239[1] are included in this update.
- OEMs can now reduce the inking latency based on the hardware capabilities of their devices rather than being stuck with latency selected on typical hardware configuration by the operating system.
- Key rolling and rotation have been added to prevent accidental BitLocker recovery password disclosure as part of manual BitLocker drive unlocks by enabling secure rolling of passwords on Modern Device Management (MDM)-managed Azure Active Directory (AAD) devices upon on-demand requests from Microsoft Intune or MDM tools, or upon every time a recovery password is used to unlock the protected drive.
- Third-party digital assistants can now be voice-activated in the lock screen.
