If look closer, you'll find the desktop watermark ended with"до громадянської". And when finding the same string in the winver.exe dialog, the sentence reads "до громадянської та кримінальної відповідальності." That's clear that two words were missing on the desktop, so yes it's incomplete then. CI611 (talk) 15:47, 18 April 2021 (UTC)
