Windows 8.1 build 9600.16608 is an unleaked build of Windows 8.1 Update 1.
On 30 January 2014, Russian website WZor.Net released an article describing the build in question, alongside with five screenshots of it. Page 222 of the manual for SoftThinks SDS 19.0 (a system deployment/recovery solution used by major OEMs) contains another screenshot of this build.[1]
This build reverts the copyright year in winver back to 2013. IE Enterprise Mode also seems to be functional in this build.
It is the last build from the winblues14 branch.
