Windows XP Beta 1 build 2419 - WPA (Windows Product Activation) early prototype. Note the timer says 0, and will never pop up because this is a date-limited (timebomb) version of Windows that won't work past a certain date anyway. Note, though, that "Register with Microsoft" was already part of the concept. Clicking "Next" just says "Activation was successful" and exits (but leaves itself available in the Start menu). Very prototype-y.
