Several journos have reported on this build (Softpedia even links to the original PCBeta thread). As far as I am concerned, this is enough to warrant an article. One question: How would Windows 9 be considered to be linked to? Make a new article for Windows 9 or link it to Windows 8.1? Even though Windows 10 is sometimes referred as Windows 9, the compilation date of 2012 makes using Windows 10 as the link absurd. BF10 (talk) 20:48, 27 November 2018 (GMT)
Thing is, back in 2012-12 it was already established that the next release would be codenamed "Blue". We also had Canouna claiming that there was a team working on "Blue" and another team working on the next release called "9" that would come after Blue - the user could be referring to that post-Blue release. --AlphaBeta (talk) 23:21, 27 November 2018 (GMT)
